The Palestine Liberation Organization (PLO) was established on May 28, 1964. Yasir Arafat was elected its leader in February 1969. By 1974, when Arafat addressed the United Nations, he had made notable progress in garnering respectability for the PLO's campaign for a Palestinian homeland. However, achieving legitimacy required a reduction in terrorist activities, and Arafat faced growing challenges in balancing the moderate and extremist factions within Palestinian politics.
